I have 2Gb of ram in my laptop, why does my computer only recognize 1.24GB?

Could be several things. One of your memory ports could be bad. The memory stick itself could be bad. You could have something in the bios adjusted with respect to memory..or you could be running an operating system that only recognizes that much ram. May need a techie to figure that one out.
